Milestone Reached: Concrete Pours Begin on Santa Cruz’s Downtown Library Project

A major step forward is underway this week in downtown Santa Cruz as contractors pour the first structural concrete for the long-awaited Downtown Library and Affordable Housing Project. This milestone marks the transition from site preparation to vertical construction on the mixed-use development that promises to deliver much-needed affordable homes, a state-of-the-art public library, and community amenities.

The project, located at the former city-owned Parking Lot 4 (bounded by Cathcart, Cedar, and Lincoln Streets), has been years in the making. Groundbreaking occurred in August 2025, following decades of planning, funding challenges, and community input. Funded in part by voter-approved Measure S, the initiative aims to replace the aging downtown library branch with a modern, accessible facility while addressing the region’s housing crisis.

Project Background and Vision

The Downtown Library and Affordable Housing Project is a collaborative effort between the City of Santa Cruz, nonprofit developer Eden Housing, and For the Future Housing. Designed by TenOver Studio, the multi-story development will feature:

  • 124 affordable housing units (studios, one-, two-, and three-bedroom apartments), with 100% affordability (except one manager’s unit) targeted at low- to extremely low-income households, including large families. Many units will include Section 8 project-based vouchers.
  • A 41,000-square-foot modern public library serving as a cultural hub with resources for all ages, embodying Santa Cruz’s diverse and creative spirit.
  • A childcare facility with outdoor play areas.
  • Approximately 240 public parking spaces (including 25 EV charging stations) and over 200 bicycle spaces.
  • Ground-floor commercial space and community amenities like an elevated outdoor area, play structure, and garden.

The project secured significant funding from sources including the City of Santa Cruz, state programs like the Affordable Housing and Sustainable Communities initiative ($33.5 million award), tax credits ($55.1 million), bonds ($55.6 million), and private lenders such as U.S. Bank and Chase Bank.

Construction is phased: Phase I focuses on the housing core and shell, potentially seeing framing rise by late 2026, with housing completion targeted for late 2027. Phase II will build out the library, expected to open in spring or summer 2028.Current Progress and Community ImpactAs of today, site preparation is nearly complete after months of demolition (including the former Toadal Fitness building), asphalt removal, and utility work. The first structural concrete pour is happening now, with similar work scheduled to continue through January and February 2026, weather permitting.

The City of Santa Cruz notes increased activity on site, including cranes and equipment. Residents should anticipate intermittent closures of Lincoln Street between Cedar and Pacific during active pours, though Cedar and Cathcart Streets are expected to remain open. Contractors are committed to minimizing disruptions, and all neighboring businesses remain open and accessible during construction.
